Delton deliver Competency Management Systems and the Principles and Practices of Assessment to Duqm Refinery in Oman

 

Duqm Refinery and Petrochemical Industries Company is a Joint Venture (JV) between Oman Oil Company (OOC) and Kuwait Petroleum International (KPI).  This partnership between was established for the incorporation of Duqm Refinery, based in Al Duqm located in the South East Al Wusta Governorate of the Sultanate of Oman.  Once completed the Refinery will have a capacity to process around 230,000 barrels of crude oil per day.  Diesel, jet fuel, naphtha and LPG are to be its primary products.

Delton has been associated with the Duqm team since the early inception and planning stages in early 2013.

In 2014 Delton assisted Duqm with the recruitment of a senior experienced Training Specialist/Manager, who could work with them to develop and implement Duqm’s training policies and procedures; he commenced duties in 2014 and is still employed by Duqm Refinery.

During 2016 Delton further assisted Duqm source an experienced Competency Management Systems Training Specialist Advisor to act as the EPC Training Advisor.  His role would be to monitor and advise on the recruitment of 600 ICV candidates, monitor and selected outsourced training providers and advise on the Training programmes.  Identify, select and assess possible candidates, develop and manage the Foundation Training Program for experienced O&M staff (to include gap analysis), develop and manage onboarding and site Induction program.  Monitor and quality assure competence assessment and certification of all EPC training, establish, and maintain appropriate systems for measuring and tracking necessary aspects of staff training.  Delton sourced the appropriate candidate; he commenced duties in 2016 and is still contracted to Duqm.

In 2018, Delton were invited to deliver an ‘Introduction to Competency and The Principles and Practices of Assessment’ Programme covering internationally approved Competency Management Systems (CMS) and Workplace Assessor Training Development.  The programme was specifically designed to meet the needs of Duqm Refinery’s already diverse line management team who will be actively involved in the competency process and require an understanding of and the management of competency-based assessments in the workplace, though not acting as Assessors.  The QCF Unit 1 ‘Understanding the Principles and Practices of Assessment’ was delivered by Delton under the auspices the Scottish Qualifications Authority (SQA) Awarding Body principles.  A pre-Course management Forum was held to consider the role of assessment within the overall Duqm Refinery CMS requirements.

Delton continues to work with Duqm and is be pleased to support the needs through the construction, pre-commissioning, commissioning and early Operation of this new and high profile Project.
